Obstacles Persist for Relief Supplies in Gaza's Urban Center Regardless of Truce

Even if the access route from Egypt becomes operational this week, humanitarian organizations encounter substantial difficulties providing supplies to the northern region, the region hardest impacted by hunger, analysts state.

Access Challenges

Major routes are almost unusable due to extensive devastation across the war-torn region – or remain controlled by Israeli forces. Any vehicle that malfunctions is probably will be instantly looted.

The primary crossing, the primary access route to the north, devastated by two years of fighting, has been closed for multiple weeks, and Israeli officials have notified NGOs in Gaza that there are no current intentions to open the crossing, as stated by relief personnel.

Devastation in Gaza City

The northern urban center was the focus of a major Israeli offensive initiated in August that was continuing when the temporary truce was finalized recently.

Destruction in the north has been widespread, with entire towns including urban centers and adjacent communities in ruins as well as many of the surrounding regions of Gaza City.

"Any activation of a access route into Gaza is beneficial, but we need to make sure we can reach people where they are," said a policy expert from a relief agency.

Relief Conditions

Observers said many of the approximately 300,000 people who have returned to the northern region from the overcrowded coastal zone where they had been living during the Israeli offensive were now "camping" among the debris of their homes, often without any protection and with insufficient nutrition or hydration.

An official from a humanitarian body said the devastation in northern Gaza was "shocking".

"We see street after street, building after building ... there is extreme need for clean water. Conditions are severe. We must have each access route open," the spokesperson, who was in the northern city earlier this week, stated.

Restricted Entry

A community leader located in the northern city said the needs in what used to be the territory's thriving business and social center were "immense".

"People have this optimism and optimism but there needs to be immediate enhancement on the border points. We haven't seen major improvement on the situation yet," the official said.

"We continue to receive a small quantity of assistance [and] we are just beginning to understand the degree of devastation. Numerous roads are completely covered in rubble ... there is scarcely a building that is undamaged. There is damage and live explosives everywhere."

Recent Progress

In recent days, humanitarian organizations said small quantities of essential fuel reached Gaza for the initial occasion in seven months, along with shipments of grain products, grains and fresh vegetables. The recent deliveries sent commercial prices falling.

In the central town, a local resident said there had been some improvement since the truce.

"The markets are stocked with food, produce, and fruits, although the rates are remaining elevated and not affordable for all people," the resident stated.

Cold Season Requirements

"The crucial necessities at present, particularly given the coming of colder weather, are to have a tent to protect us from the low temperatures and cold-weather clothing because the markets do not have adequate garments for us or, if they are available, they are extremely limited and very expensive."

Nine internationally-backed food preparation facilities in mid and southern regions have begun working again since the truce.

Support Distribution

Transport were reported to have entered the border access point through Israeli territory to Gaza during recent days, though precise counts were unclear.

The nation's media outlet stated that the day's humanitarian shipments would include edible goods, healthcare equipment, petroleum products, propane and equipment to repair vital infrastructure.

"Relief supplies remains flowing to the conflict region through the humanitarian corridor and other crossings after safety verification," an government spokesperson commented.

Delivery Challenges

But counting the number of trucks could be deceptive, warned an expert from a relief agency. "We must determine the contents of the trucks and how full they are for it to be a truly significant indicator," the representative said.

Business entities are dispatching fleets of transports loaded with chocolate, carbonated beverages and treats, which have poor dietary quality, while emergency treatments for children or people who have been without sufficient nutrition for two years are scarce.

Treatment Situation

In Gaza City, only few medical centers are operating, compared with numerous in earlier this year.

Many agencies have substantial resources in assistance materials stockpiled around Gaza awaiting entry. A humanitarian body supporting local residents across the region for a long time has extended provisions of food for the entire population in place to be distributed.

"We have the supplies, the tools and the expertise ... we just need the entry," said a humanitarian staff member, just returning from Gaza.

Diplomatic Aspects

A diplomatic framework details that "full" aid should be delivered to Gaza and be distributed through humanitarian bodies and relief organizations, without obstruction from both armed factions or government forces.

This likely prohibits the debated government-supported aid group which commenced activities in spring, causing chaotic scenes and multiple fatalities as numerous individuals assembled around its assistance centers.
